"From now on it is illegal for foreigners, with a permanent residence within the European Economic Area (EEA), to buy a real estate in Iceland unless the purchase is made because the person is going to legally reside or operate in Iceland.
Ogmundur Jonasson, the minister of the interior in Iceland, signed a regulation that puts these restrictions, on April 17th. The minister says that the regulation is supported by laws on real estate property right and right of use nr. 19/1966 and the regulation has already taken effect.
"The regulation clearly states that the capital movements right is not an independent right but only a part of the regulation that states that EEA parties can gain real estate rights here in Iceland in relation to the other three parts of the four freedoms, that is the free movement of goods, services and persons. This means that foreigners with a permanent residence within the EEA are not allowed to buy real estates here unless the buyer will use it as his permanent residence or for his operations." So reads an announcement from the Ministry of the Interior, loosely translated to English.
The regulation is only related to real estate rights of EEA citizens and therefore real estate purchases by other foreigners still need a special permit from the minister according to law"
